Who
(Procedure Targets)

1.　Those who intend to develop 1,000 ㎡ or more area in the urbanization promotion areas.
2.　Those who intend to make development acts in the urbanization control areas.
3.　Those who intend to develop 3,000㎡ (at Utsunomiya and Nikko, 1,000 ㎡ or more) or more within the non-delineated areas.
4.　Those who intend to develop 1 ha. or more area outside the city planning areas.
